In short, Apex Legends characters are, in most cases, people that players can control. Each character has a unique set of abilities that can be used throughout the match.
It’s also worth noting that it takes quite a while to create a new character; the dev team has stated that they usually need between 9 and 11 months for that – which is probably why most Legends come out pretty balanced (especially when compared to MOBAs).

Also, every Legend that isn’t free costs exactly 12,000 Legend Tokens (in-game currency that you earn by playing and completing missions) or 750 Apex Coins (premium in-game currency that costs real money).
Currently, the most popular legends in the game are Octane, Wraith, and Pathfinder, with 10.4%, 9.6%, and 8.8% pick rates, respectively. Wraith and Pathfinder are two of the original Legends released with the game so it’s understandable they’re very popular. They’re also free so new players can play them whenever they want. Octane is a highly popular pick due to his consistent strengths and very quick gameplay.
New Apex Legends characters can be unlocked with two in-game currencies. You get one (Legend Tokens) by playing the game, and for each game you finish, you’ll earn a certain amount of tokens. However, the amount depends on your performance. If you win, you’ll get a lot more.
The second currency is based on real money – Apex Coins. It’s worth noting that all Legends cost the same in both Legend Tokens and Apex Coins.
