Yes, in order to make your purchase, you have to sign up, which is free anyway. That takes less than two minutes.
What about taxes and fees?

What information I have to submit to buy tickets?
Since MSI is in Brazil, which requires traveling and visiting a different country, you’ll need to submit more info than you usually do when buying tickets. In accordance with local regulations, you’ll need to supply your full name, email address, billing address, credit card information, nationality, and passport number.
When is the right time to buy tickets?
Due to high interest in MSI and a limited amount of tickets released, the sooner you buy them, the better.

You can buy up to 4 tickets.
- Play-in stage: round 1 (April 28 – May 1), round 2 (May 3-4), round 3 (May 6)
- Group stage: May 10-14

The tickets are already released and if you plan to go, then make a purchase as soon as possible before they are sold out. It’s not certain whether Riot Games will release more tickets and even if they do, it would be a highly limited amount. Good luck.
